At work I use ACAD 2005 :( they keep making it worse with each release. I've started using AC3D at home for my stuff. Something I do miss though is the ability to import Global Tiff's into a drawing. I don't need to just insert the tiff in the background; but actually have it in the right place globally. This is something I'm wanting to try to learn how to do and write a plugin for; but I also wanted to see if anyone else had worked with it or could use it. At work, we create the terrain outline with the tiff (ship simulator).

Can you create a rectangle and texture it with your image?
Or have I got the wrong idea of what you want?

That is the idea, the thing is, the tfw file that is associated with the tiff actually tells you where the lower left corner is in the real world, and how big (ie meters, feet) each pixel in the tiff is and whether or not the thing is rotated. When it is imported into ACAD, ACAD makes the rectangle for you and puts the tiff in it.
So if I can make something that reads the tfw file and can see the dimensions of the tiff in pixels, it should be fairly easy to create the rectangle. Putting the texture on it could either stay seperate (at least at first) or be included as part of the tool.
