Need a tutorial for a hair mesh

Anyone have a tutorial, or can make one of how to make a hair mesh? I don't want anything complex and high in poly count. I just need something simple like the hair in here http://i28.photobucket.com/albums/c246/Zerrel/050425_flyff_l.jpg

My models are looking pretty bad right now without hair lol.
