I think the SDK is the only way to get it, but you can try Microsoft's site and see if they have a stand-alone version.
The SDK is totally worth the download though even if you don't plan to do any coding. There are a lot of other nice tools in there besides the model viewer, like a shader editor and graphics diagnostics, and it's all free.
