Why does extrude by normal extrude with an offset, and not along the normal?

I does not matter if I select a single surface, or to whole fuselage to create the inner cockpit object. It does not extrud along the normal.

I did this with the Commander 685 that I made for some time ago. But I can not make this work now. I use version 8.0.21
