Many AC3D users, myself included, don't use POV-Ray, but you will probably get more help at
http://www.povray.org/.
AC3D is a pretty straightforward installation. Are you referring to how to install POV-Ray? If so, the answers would be found in the above link.
Check the AC3D manual for this. There's a section on rendering using POV-Ray. This assumes you have some grasp of how to use POV-Ray, I believe.
You can load blueprint images using the "Orth" menus under each of the 2D views.

There are no layers, but there are ways to simulate layer-like editing with the Hierarchy view and the way you group your geometry (allowing you to select, hide/show, and lock/unlock groups of geometry as one).
