Before trying the object snap, ensure you only have 2 vertices selected. You should see a "Vertices selected" indicator above the top-left view. You can use shift+right-click to deselect a vertex if too many are selected.

If you have 2 vertices *very* close together, it's easy to select both of them without meaning to.
