Similar to the extrude functionality except simply moving the vertices. The situation in which I thought this would be nice is I've got an arm assembly that I've started rotating into a bind pose, but I've realized it's not quite the right proportion...

Really, what I would like is something similar to the AABB size/scale box except *not* axis-aligned. Another option for this would be to provide an operation stack, similar to what I remeber having seen in 3DStudio, so that I could hide the operations I've performed back to the point at which the size/scale would have been the correct alignment and then re-enable the subsequent operations.
