The Tools - Hierarchy dialog box shows everything that is in the scene. I.e. the world. You can be in any mode to show the Hierarchy.

If you are working on a scene with several objects this will give you an object by object breakdown of everything displayed. I'm currently working on a city scene that has over 200 objects in it. The Hierarchy view does not need any objects selected to display what is in the scene. But it can be handy when trying to identify one object amidst many.

This is why it will not be greyed out when in any mode.
