I would have to assume it's something done by or for Sergio Santagada for his work with the X-Plane flight simulator.

It appears as if he has a relationship with the developers, so perhaps Sergio has helped with some modifications or requested some from the developers.

Other than that, it appears to add some custom buttons and options that aren't usually available in AC3D. I've yet to explore them, but if you want to turn on Sergio UI* in Settings/Appearance and then restart AC3D, the options should become available.

Expect some useful tools for airplane builders, would be my guess.
