Yes, that is the intended behavior. there's no slice/boolean that unions the greebles on a surface (I actually hadn't thought of subdividing the greebles until Andy'd mentioned it). They're just stuck there on top of one another...

Yes - multiple may overlap but you can reduce to maximum per surface to 1 so you only get one on each.
