Depends on what kind of animations you want to do.
Simple ones (like for example my PerFnurt spinning avatar) can be done without much effort.
With AC3D you can generate .pov files that are used in the POVRay renderer.
POVRay itself can make animations by moving, rotating and whatnot objects about. It can create a whole bunch of pictures/frames (.bmp files) using a single .pov file as source. You'd then use some put-bmp's-into-single-animation-file tool. I use Jasc Animation Shop for this.
But no, you can't do animations natively in AC3D.
