Try this...

If you are trying to set a background image in an Ortho view. At the top of each of the workspace windows you will see three drop down menus. Camera, View and Orth.

Select the Orth dropdown and you will see two selections. Set Background image and Clear Background image.

Select the Set background image and find your image on you computer for the background and select it.

Then you should see the image on the background of the workspace window.
