Some file formats don't support all features of AC3D and a lot of them don't support two sided surfaces. Of course, sometimes it's the file exporter that doesn't handle a certain feature but in most cases, it's the file format, or the destination software itself that doesn't support something.
If you want something to appear from both sides in direct-x, you'll need to duplicate surfaces (1S - single sided) and flip the normals. Although it's probably best to make the object have a real '3D thickness' in the first place.
