Maybe povray does not like the bitmap format of the texture. For example Windows BMP is working fine in AC3D, but at least the povray on my Linux box does not know how to use bmp and ignored the texture. As far as I remember DDS was not working either but better consult your povray docs.
PNG, TIFF and JPEG should work though.
