The fastest way is surely to start by drawning a mesh on the top view. (Choose the number of rows depending on the terrain size.) Then, only select vertex and move them up and down on the side view to create the general terrain shape. You can finally subdivide or use the smooth shape in the vertex menu to smooth your terrain.
