Aye, there is. Make sure you have nothing selected in the viewport.
To scale the background image: Hold Shift+ Alt and hit the arrow keys To move the background image: Hold Alt and hit the arrow keys. It moves only a little with each press, so keep tapping or hold the arrow key down until you see progress.

That's the whole point, to be able to use the background image as a "tracing" or modeling guide. So, you will of course want to "put something in front of" the background image.
It's important to note that while you're using the arrow keys for moving and resizing the image, the mouse pointer must be somewhere within the viewport with the background image.
