TCL gudelines and explanation/documentation

I could not find anthing on TCL's in the manual. May be I missed it!

What are they and where should they be placed? e.g. Some plugin zips I downloaded contain files with .p and .tcl extentions. I assumed all of them go in the plugin folder. Is that correct or should the files with the TCL extention go in the TCL folder?

Thanks to the plungin developers but for Newbees like myself a simple readme file would be helpful.
