Default Manipulator axis-deterrent

I have made a flap selector. Animation works fine from joystick. The mouse picks up the lever but will only go up one click and then not go back. If I go to back setting on the joystick I can pick it up with the mouse and go all the way forward. The attributes for this were reverse engineered from XP's stock C172 (I ignored their custom sideways custom dataref, I think it's just a position lock).

Ignore previous I have since reverse engineered LR's B737, the correct manipulator to use is ROTATE (then adding detents), not AXIS_DETENT. Below works with the mouse, but doesn't give steps between detents, this is probably something in the 3rd column (heights) which I don't quite understand (needs to be translated).
