just started and need some help

Hi guys i just started with 3d modeling and wanted to know how i can inport a jpeg or bitmap or gif so i can use it as the bases of a 3d model?

i have the plane of a model plane and would like to make it 3d the plan can be made a jpeg or bitmap or gif.
can u tell me pls how i can get int in to ac3d so i can the build from i? is this possible?
