Default Snapping vertices?

Hi, there,

Here's my situation:

I've got a model built, and I would like to add a line that sits on top of another. If I choose an end vertex from each line and choose to snap the two objects together by vertices, then it does what I want and aligns the two on top of one another. However, on the opposite end of the line, it's still not snapped (of course). The problem is, if I then select the opposite ends of the lines I just snapped and again select to snap the two together, the end I originally snapped to begin with will become misaligned and the end I just did lines up fine....

I know the way I explained above doesn't make it easy to follow...I guess my real question is:

Is it possible to snap vertices while dragging them around in vertex mode?
