You meen a move/rotate function applied progressively through all the vertex in an object?
I'd settle for a way to align vertex diagonally. You can currently, align vertically or horizontally and then rotate to a diagonal alignment but that restricts you to very carefull planning of modelling order. Even being able to rotate the grid, to give a diagonal guide line, would help manual positioning vertex diagonally.

One of Dennis's plugins comes close to what you're asking for. Wave.
