Default transparency

Hi, its me again!!!

Just a qucik question about transparency. I'm trying to make some windows lkook realistic by making them part transparent with a light blueish tinge. Have tried adjusting the transparency value in the palette editor thing and its seems to adjust the colour of the object but not make it properly transparent.
I set up a test with two boxes i drew and even if one is totally tansparent you don't see the other one through it? Is this just a limitation or am I doing something wrong?
