Move/scale the background does not work?

Hobbes Junior Member Member Join Date: Aug 2011 Posts: 12	Move/scale the background does not work? I've added a background image to use as a reference. I want to scale this image, but Alt-Shift-up/down arrow does not work as advertised: it moves the view instead of scaling it (similar to right-click-drag). Am I doing something wrong here?
