How ¿ Please help.

I am trying to make a surface with the vertexes at the numbers. I am having difficulty, as being a beginner at this. evrytime I try the surface is somewhere in space, most of the time in the middle of the ship. Have even tried moving the 3D cursor to pt.1, uuuggghhh!!!! Any suggestions on how I can accomplish this task, cuz I gotta do the other side as well.
