Default LWO and AC

I've been working on getting an aircraft updated. It was originally in LWO.
Only some of the LWO files required work, so converted them to 3ds using Deep Exploration and then importing into AC3D.

One item that has casued some difficulty is the matching of the LWO material settings. Below is the original LWO settings.

Ambient: R:0 G:0 B:0
Diffuse: R:255 G:255 B:255
Specular: R:74 G:74 B:74
Emissive: R:0 G:0 B:0
Specular Level: 1
Glossiness: 0.15
Opacity: 1
U offset for texture map: 0
V offset for texture map: 0
Number of times to repeat texture map in U direction: 1
Number of times to repeat texture map in V direction: 1
MAP:Uv
Now most I can match by editing the materials palette. However, the Specular one is off, If I use 74,74,74 in AC3D its shade in game doesn't match the originals 74,74,74.

Question is do the specular numbers in the palette editor match RGB or are they a 0-100 range ?
