Creating Quads

I am missing something I know, sometimes creating quads works fine, great for little bits of detail, sometimes I get this message. I haven't been able to connect the two situations in my mind, why one is right the other isn't. Anybody able to explain it in Forrest Gump terms ...

Are surfaces A and B connected at the circled vertices, if you have bought this right most surface in yourself it dont like it till all surfaces share an edge!??

Can't know for sure because I have worked on the model since. I will watch for the next time.
