Default Configurable Field of View in 3D view

I'd like to see the 3D view have its Field of View (FOV) configurable. Right it seems to be hardcoded. In some cases a larger or smaller FOV would be very helpful in detecting mesh and/or texture errors.

It is configurable. Pull down the "3D" menu within the 3D window, it's right there. You get a slider to adjust the field of view.
