Default Better way to import/export/reduce VERY large files?

I've got some files from Hero Forge for gaming miniatures that are, frankly, absurdly huge files.

1.8 million faces for something that is supposed to print out at 28-30mm tall.

I've been trying to get AC3D to import and reduce the .stl files to a more manageable face count, but its having a LOT of trouble. To the point it pretty much locks up.

Is there a way to have AC3D load/reduce/export the file via command prompt or some other way that would reduce the overhead and let it stand a better chance of success?
