Default Joined surfaces do not share vertices

I would like to know how to share vertices on two surfaces. Example:

- Draw Rectangle A, 1x1
- Draw Rectange B, 2x2.
- Move Rectangle B above Rectangle A, join objects by vertices so they are stacked neatly to each other.
- Object->Merge
- Select both surfaces, then Surface->Combine
- You'll be left with vertices that are not shared. Basically, If i move the vertice from the 1x1 box down a bit, it still is treated as a 2nd surface. I would like to make that 1x1 vertex now part of the 2x2 bottom surface. Anyway to do this?
